1995 buick park ave whats the timing specs 3.8?

the timing specs are under the hood on the emission sticker
it will also tell you that you have to bypass the computer before you do the timing or your readings will never be accurate.
if you dont have the sticker buy a chilton, or haynes motor manual, about 15 bucks
it tells you all you need to know
 
Chiltons manauls can give you the timing specs and cylinder firing order.

There should also be timing marks on the pulley/sprocket where you could get a t timing light where it flashes when the spark plug fires and it should be close to the timing mark.

With engines they can gain horsepower and torque by either retarding or gaining timing degrees. Where the engine fires slightly before or after the exact timing mark. On horsepower t.v. they gained almost 30 horsepower and close to that in torque gains by retarding the timing by four degrees.
