1994 Toyota Truck 4X4 Cruise Control?

I have a 1994 Toyota Truck with a manual transmission (5 speed) 4X4 and a 3.0 litre v-6 engine. When I select the cruise control the cruise control does not operate. The light on the dash lights saying that it is in cruise but the cruise will not operate.
Does anyone have an idea on what could be the issue with this, anybody had the same problem?
 
It sounds like it might be disconnected from the throttle linkage.Since the light is coming on the electrical part of it is working alright.
