1994 Toyota Camry Question?

I have a demo derby car that I need to have running by Monday. I just relocated the fuel tank inside the car and in doing so I had two wires touch on the fuel pump and I burned it out and the fuel rail was drained of all it's fuel. I switched to a marine tank and a inline fuel pump that does 140 PSI.
The pump turns on and returns the fuel properly, however it will just crank and crank and crank. If I spray ether into the intake it spits for a second; so I know it's getting spark.
My question are:
- Do I need to prime the fuel rail? If so how? I am only familiar with carbed motors.
- Is their a fuel regulator built into the fuel rail or am I just flooding it with 140 PSI (I can't adjust the fuel pressure on the pump)?
- Any other ideas on why it won't start?
