If memory serves me correctly, on your heater, you have two horizontal slide levers plus a vertical switch that is the fan speed selector.

Of the two horizontal slide switches, one slide is for the temperature (bottom slide) and the other is for where you want the heat to come from (Top slide).

I am 99% sure (best as can be from the description) that the cable linkage on the slide that controls where the heat comes out of is either blocked or has slipped.

how to fix...
there are two cables that come out of the heater swtich plate assembly (behind your dash). This cable is most simliar to that of a brake cable on a bicycle; only a little bit thicker. Check the two connection points of the top cable; one directly behind the heater plate and the other where it terminates behind the dash. The sheath should not slide back and forth; only the cable inside the sheath is supposed to slide. If the sheath does move, then you need to reattach or somehow affix the sheath so that it doesn't move. The point where it normally tends to break or slip from is behind the heater dash plate. This isn't uncommon in YJ's.

I will check back to see if this solves the problem.... Good luck!
