1994 Honda Civic won't start after sitting almost 3 weeks.. fuel filter?

I had a damaged rim and tire on my 1994 Honda Civic. I left my car sitting in my driveway for about 3 weeks without starting it. It ran very well before and would start up right away, every time. The previous owner replaced a few engine components such as alternator, head gasket, radiator and spark plugs (he wasn't lying, i checked to make sure). Anyway, I went out to see if it would start. It started RIGHT AWAY, no hesitation..but, no less than 2 seconds later, it shut off suddenly, no sputtering, just shut off. The battery seemed fine, everything turned on ok. Just incase, I tried boosting it but it still wouldn't start.
It still turns over but just does not want to start, and I can't figure out what it could be. I have been told fuel filter, and multiple computer components, etc. but I don't want to go investing a ton of money into it for nothing. Any ideas? Could it be as easy as the fuel filter?
