1994 buick lesabre flasher problem?

The mechanic went under the dashboard and put in a new flasher, and all of the turn signals come on, but they wont flash. My hazards are flashing still. He also changed the lightbulbs, and still no luck. Im wondering if there are two seperate flashers? I am a women I need some detailed easy to understand diagnosing. Would appreciate any help. Thank You
