1994 2wd toyota pkp automatic shifter stuck in park!?

It is one of those shifters that doesnt move until you hit the brake pedal but now it doesnt move at all. Its not the linkage or the transmission, it is in the shifter. I can disconnect the linkage under the hood at the firewall and shift out of park into any gear. Im sure someone has had this same problem. any help is apreciated.
