1993 honda prelude idle?

i have 93 prelude with h23 and when you start it up the idle goes up down up down by itselfs but my main problem is when your driving and you let off the gas the car keeps the rpm up and keeps pulling the car until you push the clutch in and then it goes up about 1000 rpm then drop down, but if you push and let the rpm go up and the release it, it will run fine till you hit the gas again, please leave you email
