1993 honda elite starting problem (starter or relay???)?

i got an audible click, and also could physically feel the click from the starter relay (looks just like the ones in cars). so, i took it off and was about to order a new one....but i just considered another thing: could it be that this is how it functions, and is this relay just closing the connection, and trying to send the power down to the starter? this, was what i originally expected to be wrong, i thought the starter just crapped out, bc before i last cranked it, it spun and sounded like it slipped and made this free-wheeling sound.

anyone know what the likely answer is? which is wrong? the starter, or the starter relay? would the relay click if it was bad?
 
Could be the starter binding, or sticking. to test the starter you can find the starter solenoid and use a jumper wire the see if the starter works.If it works it is the solenoid. Be careful because doing this to long will cause the wire to heat up and damage the electrical system.
