1993 honda cranks no start good relay and fuses?

I put a jumper on the num 5 and 7 wires at the relay unpluged turned on ignition and had voltage at the three prong plug under the rear seat. replaced the relay and still no power. both fuses good. didnt ground the new relay cause the scamatics didnt show this (free plugged it without the bolt) I returned the relay. In essence the relay with ig on did not send voltage to the yellow wire at the three prong under the rear seat, with jumper yes it did What could this be. Refer to haynes manual. checking ign. next?. I need this car. single dad! help!
 
If the relay you're messing with is for the fuel pump, it will only have B+ while you are cranking the motor over, or for about 5 seconds everytime you cycle from off to the on/no crank position. If the car starts sometimes, try hitting the bottom of the gas tank with a 2X4 while another person cranks the motor over. This will sometimes get the fuel pump running. Replace the fuel pump if that works. If you have spark and the correct fuel pressure to the injectors, jumped timing belt is my next guess.
 
It's possible the computer won't run the fuel pump until it detects good ignition spark and oil pressure from the engine. So I would first make sure I had good spark using the spark tester below. Honda ignition ignitors and ignition coils can be burned out easily by cranking the engine without having all the spark plug wires connected to either a spark plug or spark tester plug. I would bet you don't have any spark and need a new ignition module (ignitor) which may end up being best to replace the whole distributor.
