1993 Ford Crown Victoria radiator question?

I got a 1993 Ford Crown Victoria that hasn't been blowing hot air from the heater for a month now so I got some Prestone Super Radiator Cleaner in it right now and I'm going to empty the water and cleaner out on Sunday, November 21. I figured it might be that...

But today I did a check up on the reservoir and noticed that it only had about a quarter of water in it, I refilled it and checked upper hose and the two heater hoses. The heater hoses seem cool to the touch, not hot. I did run the car for about 30 minutes I figured it'd be warm at least. It didn't have the crunching sound that they did before the cleaner...

I was wondering if there was another reason as to why the heater doesn't blow hot air? I'm still in the cleaning process of the radiator. My last resort, besides buying a new radiator, would be taking it out and hosing it off to clean out the gunk. I did remove the upper hose and saw about 1/4 inch of rust around the walls, which I cleaned out by the way...

I need the heater working before a cold blast comes...

Any ideas?
