1992 Toyota Celica seems to have a rev limiter at 4900 rpm's. I see no strange...

There is no strange hardware, its just the cars computer doing the work. Some times the computer does this to protect components when its not under a load. I know from past experience that if you rev a engine to high with no load and limit, some part, most likely a piston rod, will fail and destroy your engine.
 
...hardware. Can this be? Or do I have some other problem? It revs fine if I back it down to 4800.
I could live with it, but I am trying to sell car.
I'm talking in 2nd and 3rd gear. And I assume 4th and 5th as well. I believe the car will go up to 95 mph or so quite quickly, but not 1 mph faster.
