1991 Toyota Corolla Center Console Handle?

I have a 1991 Toyota Corolla 4 cylinder with a Manual transmission. On the center console just to the left of the Emergency brake handle is another handle... I bought this car for $300 and I don't know what this handle is. It moves up and down but so far i can't figure out what it does....Please help.
