1991 Toyota 4Runner [Hilux Surf] Temp Gauge Problem?

I have a 1991 Toyota 4Runner [Hilux Surf] and the problem is that as soon as i switch on the ignition, the temperature gauge goes all the way up to high....even when the engine has not been running...

I have already changed the sensor in the engine but the problem is the same. Can someone please shed some light on to this....as i have wasted money on buying parts that are ok..
