1991 Cadillac noise under Dash board passenger side?

There seem to be a sound coming from one of the black boxes down there, its non stop, like a fan making noise,,I say fan because that is what it sounds like, But im not sure. i removed the under side dash board cover,, and THINK is coming from one of the black boxes,, any ideas?
