That model year used "Passkey" theft deterrent system which uses a resistor in the key itself (the black pellet in the shaft of the key) to determine if the proper key is in the ignition lock cylinder when the ignition is turned on. The most common fault is the copper contacts inside the cylinder that contact either side of the 'pellet' eventually wear through and no longer are making contact.
The fix is to replace the ignition lock cylinder with a new one, the part is about $60.00, and the labor charge should be close to an hour. Good luck.

i have a 91 cadillac deville .
when i goto start the car i turn the key to the on position an most the time the security light will come on but sometimes it wont, most times it does though.. while the key is turned onto the on position you can here a buzzing noise coming from somewhere right behind the glovebox,, i believe thats right where its comin from anywayss. i dont know if that is related or not? when i goto crank it over i just get nothing at all, it doesnt try to kick over or anything just nothing. the battery is good an i had seen people on the internet saying if you just leave the car on the on position an comeback in 20 - 30 mins the security light should turn off an than fromthere turn the key to the off position an do the same step 3 times an the security thing should be disable,, i have tried doing so but nothing happens, light just stays on an nothing seems to change. i have tried it plenty of times, still nothing.. i have no idea where to go from here or what it could be.. any tips or ideas on what i can do to help solve this an get my car started would be greatly appreciatedd.!! thanks for your time..

look this will fix it i guarantee, took less than 20 minutes and around 4 or 5$ at radio shack.see more than likely you have a broken wire somewhere from the tumbler to the vats module, so check out this link.bookmark it, its even got a complete vats bypass, its educational and very easy repair.pass it on, i wasnt lucky enough to have someone pass it on to me, i knew how it worked and was gonna do it on my own, but this turned a minimum 2 hr job into a 20 minute job
