1990 mazda rx7 fuel pump?

hi

i just put a fuel pump in a rx7 that i just purchased. the pump does not come on when the key is turned to the on position, the pump also does not engage when the car is cranking, but after you stop cranking and the key is in the on position the pump engages for a few seconds and pumps fuel.

any help on why the pump won't engage when the car is cranking???
