Ok let me start by listing my problems.
First problem: I was having problems starting the car recently, the check engine light started coming on when ever i tried to start the car. When ever the check engine light came on, it would not start till i turned the key to off and back to on and tried again (I know when you first turn the key to the on position all the lights including the check engine light comes on but it goes off after a few seconds and what i am describing is when it comes on again while the key is in the start position). I would repeat this process till the car started and some times it wouldn't even start till a few days pass when i would tried it again. I finally replaced the spark plugs, the wires, the cap and rotors and also the battery because it wasn't keeping charge. Even after this the car would run for a few days find then totally stop again. Once the car was on if would run find but every so often it just wouldn't start. So i checked the ecu and it was flashing code 16 which means something is wrong with the fuel injectors system. So i checked the fuel injectors resistance with a digital volt ohmmeter and it was all showing good. Between 0.6 and 1.6 and some where even higher then that. The auxiliary was about 8.0. So after checking, i decided to replace the fuel filter and when i took off the fuel filter, it was like it had sand or rust in the fuel that was in the filter. It looked like it had never been changed before. So i put a fuel system cleaner in my tank and filled the tank with gas and ran it all day without turning car off. Then i turned it off and let it sit all day and tried to cold start it again and it started right up. everything seem to be working find but then while i was driving it just started to die even when hitting the gas and suddenly died off and wouldn't start again. it actually started a few times i tried but instantly died again. When trying to start it, i opened the door and i could hear the exhaust puffing and puffing I have no clue what that means.

Now its still showing the code 16 but its also showing code 10 now which is IAT sensor (Intake Air Temperature ) it says its defective?

My question is would this cause the car not to start? and also as for the code 16 why is that on still?

Thanks in advance for any help.

someone put e85 in it
e 85 would eat ur gas tank that happened to a ford taurus , a guy cam in to our shop told us he put e85 by mistake , as soon as took the filter out it was same as urs the one u just decribed .you need to get it out of the system and change the filter more often .and start driving the car at highher speed

Sounds like your fuel pump is clogged. I'd have the pump replaced and get the tank drained and cleaned out as well. And, yes the IAT would prevent the engine from starting, get that fixed also. E-85 WILL NOT harm your engine in ANY way. you just have to run hotter plugs and Ethanol approved oxygen sensors. E-85 if anything will preserve your engine. Search for E-85 vs. gasoline and watch the video. it'll have two identical Chevy Suburbans or Tahoes ( I couldn't tell ) and that's the one. I work in the ethanol business and I'm a Honda owner AND I owned a '89 CRX.
