causes this? Why engine Revs? Seems like there is a second of Loud then a Second of Normal, a Second of Loud then a Second of Nomal.

Why does my Engine Rev like this? Seems / Sounds like someone is Revving the Engine...
What causes this and how can I fix this problem?
