1990 chevy caprice no lights?

ok my lights just stopped working, the interior light don't come on either. Brake lights, turn signals, and emergency lights work. changes the light switch, check the fuses and they are all good. also the power locks don't work, does anyone know what it could be?
high and low don't work
The back lights don't come on either, but the break light work. horn doesn't work
 
could be a bad ground and it could be the headlight bulbs burnt out.
check lights and make sure both high and low beam are not working.
also some fuses make look good when they are not so try another fuse. headlights are wired in a parallel circuit so it is unusual for both to go out at the same time.
