1989 toyota pickup 22r-e 4WD runs badly?

My toyota pickup (22r-e, 2WD, 4 speed) starts badly when it is cold (10-25 degrees F) in the morning. It will run very badly, as if the spark plugs or bad or the Elecectronic Fuel Injection is not working properly. It feels as if I am getting about half power when it runs like this. The check engine light turns on during this. Then, when the truck warms up a bit the check engine light turns off and the the suddenly runs normal. Recently the check engine light has simply stayed on all day, but the truck will still run badly in the mornings until it is warm. Any ideas?
