1989 jeep cherokee overheating?

my jeep overheats only in the city when caught in heavy traffic, it starts overheating after about 10 minutes of continually stopping and going but as soon as i go in the freeway the temperature goes back to normal.
 
You may have a radiator or heater core that is mostly plugged. If you have the a/c on, you will run a higher temp. Also, if the fan clutch is going bad it will not spin fast enough to properly cool the engine.

You may also want to check the grill and see if the radiator is full of grass clippings, bugs, etc (i.e.) that will block the airflow through the radiator.
