1989 Honda Civic - Engine Reving High when put in Park/Neutral after warmed up?

I am working on a 1989 Honda Civic DX with the 1.5 liter multiport injection, and after it is warmed up, it revs pretty high (2500 - 3000) when put in park or neutral, but it doesn't do it each time. I have gone through and checked out a lot of the vaccuum lines, and they seem alright. Anyone have any thoughts on this?

My 87 Accord does the same thing. I've had it in the shop and they're guess is that it's the timing. They charge an arm and a leg, so I didn't have them try and fix it. so, I can't really tell you if that's the problem or not, but it's something to look at.
