1989 dodge brakes system?

i have a 1989 dodge dakota i have changed everthing and still no press to back brakes also i can bleed the front brakes fine but the back brakes with the brake pedal down and then i open the bleeder screw and the pedal still wont hit the floor or go down at all please help
 
the proportioning valve may be off center on it if it is there hard to get back on center ,try opening a bleeder and hitting the brakes one time with the bleeder open for the front brakes this may re-center it,i have used this method a few times and it works sometimes but run the front line in to a jar with hose so brake fluid doesn't squirt all over the place,if that doesn't work you may have bent line on it or a bad proportioning valve,good luck.have a good thanksgiving.
