1988 toyota efi pickup, wont start when its cold.?

I Have a 1988 toyota efi pickup, and it will not start when its cold outside (if it gets below 20 degrees) I looked into it and fuel is not getting to the engine, unless i keep it turned over for a long time, or if i pump the gas pedal alot, and sometimes that doesnt even work. Somebody told me it was the fuel pump, because it doesnt work when its cold or something, and it wont send gas to the engine. So i was just wondering what it could be, because i dont know much about it, and i have no money to take it to a shop. Thanks
