1986 Kawasaki Ninja 600R Repair?

I just about a 1986 Kawasaki Ninja 600R. It runs but the float in the carburetor wasn't working and it was over flowing. We took the carbs off and got it fixed and cleaned the jets ect. When revving it up, it tends to bog or miss fire at about 4-6K and again at 8-8.5K and will not go any higher. When cleaning the carbs all 4 air fuel adjustment screws were turned out 3 full turns. It will not go over a speed of 75mph. We have changed all electrical boxes as well as the timing contact pickup plate (not sure what it's called). Anybody with helpful hints on suggesting aid to the misfiring. Thank you,
