1986 Honda Shadow VT500C Vacuum Advance is unhooked. Does that affect anything?

There is a vacuum line that runs from the block to the low end of the carburetor. Right now both lines are blocked. It looks like the line on the carburetor is plugged with JB Weld or something so I need to know if it's worth removing the carburetor to drill out this vacuum line.
