1986 Ford Crown Vic, igniton possibly not sparking, car stops running with no warning

while driving and then? will not restart for several minutes or up to 1 hour sometime. I also here a popping noise in the steering colum while going from park to drive? any ideas I have already replaced most of the ignition system, new plugs new dist.cap,
 
well first dose the car turn over whene its not starting if it dose turn over i would check for spark then if you have spark i would check fuel delivery and if it wont turn over i would check electrical system
