1984 Toyota Tercel's speed?

My friend own 1984 Toyota Tercel Couple, auto. Not sure what the engine is, but he's wondering how to increase the speed, because it's only can go up to 60 km/h (35mph) and our city is big, most of them is 70 km/h, and my friend have problem with his car keep speed up. How, and where to find under the hood?
