1984 toyota charging light trouble?

I changed the wireing harness in my SR5 pickup, the harness that i took out was set up for a volt gauge, and the harness i replaced it with had a warning light. Im useing the instrument cluster with the volt gauge. with the engine running the charge and brake light stay on and its only chargeing 12 volts. I have the charge relay in the fuse box and im useing the alt. with a black mod. conection.
 
Charge voltage is too low. This will cause the charge light to come on. With the engine running voltage should be around 14 volts. Is the vehicle you took the harness from equipped w/ ABS. If yes, then this could be the prob, if the break fluid level is good.
