1984 Kawasaki ZX7 Won't Cold Start?

Getting the motorcycle to start cold is nearly impossible, unless I want to push start it, or pull the plugs and squirt gas into each cylinder. The choke seems as if it's working because it does have to be choked to get it started, & once it is started and warmed up the rpms get higher so I shut the choke off, after that the bike will start without any problems every time, but when it gets cold again it won't start unless you use a method other than the electric start. Once it is running it runs great ride's smooth no othr problems to speak of other than cold starting the bike.

Could there still be some sort of problem with the choke anyway? That mabey it's not closing all the way? Or mabey it's not getting enough fuel into the cylinders to cold start it?

Can someone please help???
