1982 suzuki gs300l wont start?

Your float needles are letting too much fuel in and flooding the engine.Either the float levels are too high or the needle valves are shot.Easy to confirm.Pinch off the fuel line with a pair of needle nose vice grips install fresh plugs and start the engine.It should fire and run on the fuel in the float bowels.
By the way are you getting spark?I should have mentioned this first but start there.

spark plugs keep fauling out and carbs have been cleaned
what could problem be
 
New plugs?
New air cleaner?
Check the mixture ratio on either the main jet and/or main valve.
Check for exhaust restriction.
Poor spark?
Check voltage to plugs.
