1982 Honda dirt bike won't run?

Hi. I have a 1982 Honda XR250R that I recently repaired. I cleaned out the carburetor (but left some of the extremely tough residue I couldn't remove because it worked fine), changed the oil, and replaced the old fuel, and it ran fine for about a month.

One day, my mom rode it to our ranch several miles from our house, and after that, it wouldn't start. I found that the spark plug was blackened and charred, so today I replaced it with a new one. THE BIKE STILL WON'T START! I smell gasoline when I try to start it, so the carburetor must at least be partly functional. The kick-starter also seems to put up less resistance than it used to. Could the engine be flooded?

Any help would be greatly appreciated.
