Should there gas in the number 1 & 2 carbs when engine has not been run and bike is on it's side stand?

I noticed gas dripping from the #2 carb where to boot goes into the airbox. The boot was out of round, not clamped correctly and was not seated over the air intake properly. I ordered new boots and will change them when they come in.

If the fuel line was shut off, the bike leaning on it's sidestand, and the engine had not been run for 24 hours, should there even be gas in the carb to leak?
 
the float bowl still has gas in it,so if you have a leak its a float,or the seat. Rebuild kits for the carbs are about 20 dollars a pice and the floats are sold seperate. easy job by the way. However to rebuild the carbs you have to remove them and that means that after re-instalation they must be synchronised.Thats also an easy job but you will need to purchase the gauges and a long angled screwdriver to reach the synch screw. Or pay about 145 dollars to have them synched. I would buy the gauges and screw driver so i could make an extra buck from time to time on other peoples bikes!
