1974 honda CB550 idling problem?

bike runs excellent and idles very well when first fired up on choke, then when I take off the choke it raises rpm a little bit like its suppose to and runs at a nice steady rpm....but as soon as i give it some gas and raise the rpm the engine seems to get "stuck" at the level of rpm that I raised it to and wont drop back down to a decent idling rpm until i shut the bike off and restart it.And whenever I take the bike for a ride and get to my destination and park the bike and put the transmission in neutral the engine is usually idling at a very high 4500-5000 rpm. was wondering what is causing this and how to fix the problem...
 
Three possibilities come to mind: Sticking carb slide / cable
Sticking ignition advance weights. [to check this: at high idle condition put the bike in gear & let the clutch out to slow the motor. pull the clutch back in. if it now idles normally the advance weights need some love]
Cold carb adjustment. Carbs adjusted cold can cause a high idle when warmed up.
