1972 Honda CB 350 in fifth gear top speed is 50MPH?

Just purchased this 1972 Honda CB350 last week. It looks fantastic.. no rust, no dents, turn signals, tail light & head light work. Doesn't smoke and idles fine. Only issue is top end speed is 50 MPH? What can cause this?
