1968 Ford 302 Harmonic balancer leaking oil?

I just installed the timing cover on my 68 302 long block. After running the engine there was an oil leak coming from the timing cover around the damper. After removing the damper I noticed a badly damaged metal ring around the damper shaft that slides into the timing cover. I bought a new cover because the old one was essentially garbage anyway. It came with the oil seal that is pressed inside, but the metal ring that was on my damper did not come with it, nor can I find that piece anywhere on the internet. Is this ring needed? It seems to sit flush inside the timing cover with the oil seal already installed, but this means that the balancer is spinning metal to metal inside the cover and not directed touching the rubber of the oil seal.
This peice, is shaped like a metal sleeve with one end that slides into the cover and sits against the rubber oil seal. the other end of it is flanged in a way that covers the outside edge of the timing cover hole where the damper goes in.
 
a ring.. could that be a sleeve n seal piece instead?
if it's sleeved, then that hole damaged and was reamed a bit and the sleeve would have to be swapped.
the the balancer won't leak, it's a solid piece, but the sleeve could be leaking, as could the crank seal.

Pull balancer back off and take a look at snout that goes up inside . See if it has a small groove around it . Believe it or not the rubber on the seal will do that and that is where it usually leaks . Don't panic tho as it is easily fixed . Go to parts store and buy a Redi-sleeve . If parts store can't help , check out an engine rebuilder - they can help . That sleeve is very easy to put on

im not clear, do you mean a big washer with a keyshaft kut into it, or was it a small spring looking piece.the first is an oil splash ring. you need it, the second is a busted seal, you dont need it.the washer will spin with the crankshaft and yes it should bottom against the harmonic balancer, been awhile since ive been in there but that is the way i remember it. did you also replace the timing chain?that is the heart of that engine.quick starts and solid revs etc.
