18 month old communication skills?

My son had his 18 month old pediatrician appointment. At this age, he should be speaking 7-20 words on a consistent basis. There are two forms of communication: receptive (gestures and pointing) and expressive (verbal). He is very advanced on his receptive communication, but Dr. was concerned about his expressive communications due to him only saying two words consistently (momma and da-da).

Though he says more words, he does not say these on a regular basis. Dr. is very confident that "nothing is wrong" but to be take precaution, she will assess him again in April if his vocabulary has not increased. At this time, he may need speech therapy. Has any other parent experienced this with their child? I would appreciate any help/guidance/support. Thank you very much!!
