Driving is a learning experience. Sure, you can pass the tests, you can have driven some, but you know how babies learn to crawl, then to toddle, then walk and later run? You know how they fall down a lot in the process? All human learning is like that to some extent. I'm not saying you're not a good driver, but if you're human, you will make some mistakes. Also, drivers around you are human, they make mistakes. Get a car first. Make this learning experience as minimally life threatening as you can. GL and it'll be great when you do get a bike later on.

Where I live, insurance is not required on Motorcycles by the state. If you have a loan for a motorcycle, your lien holder will require insurance. As far as a driving your mother's car, yes, then you'd have to pay an increase in her insurance premiums for that car. That's how it works in Florida, don't know about elsewhere. You insure the car and the drivers are listed on the policy. You don't insure the driver.
