Because the weapons manufacturers gave it to them. If you are just looking for reasons not to support the soldiers then don't. Obvious you never spent a day in uniform but someone gave you the freedom to blame those that do for whatever reason we can find. DU rounds are tested at a laboratory. They were then presented to the Department of Defense. The Budget office and others gave the Ok to buy and use them. They were procured and distributed to units that are directed to use them. The soldiers were taught how and when to fire them. But your right, those little SOB's shouldn't be supported for doing what the government tells them to do and use.
