It really depends how long and what type of paint.First you can try hot water and soap with a scrubbi pad.Second mineral spirits, if it is very old you will have to get paint remover from local home center.Good Luck

For putting hole on plaster you will have to drill a pilot hole first and use a drywall screw or buy wall anchors.

Usually it will come off with frequent washing, in regard of the wall you may need to drill holes and use anchors .
