1/3 of the bottom of my tv screen is always black.?

This is not a ratio problem, my tv is 25+ years old, it's been this way for 2 years, the top of the screen is fine, there is not a setting for picture size and my original settings were never changed. The black section has stayed the same since it started--no change. I seem to get most of the show I'm watching--it's just shoved up a bit.
 
One option is to make shure cc is off. Second thing is you might have a problem in the vertical circuit, usually easy repaired.
