That's a difference of nearly a second, which is about 12-14 bike lengths. He cut a half second off the factory time, about what you'd expect with those mods.
When the professionals, at the track, with timing clocks and test gear, and even the manufacturer say the bike runs 15.49 in the quarter, I believe them over what you claim to 'know', especially when what you posted doesn't back you up. Go to the track, run the quarter, and see for yourself.
I've ridden the M50, and compared to an S83 is is much, much slower, and the S83 barely slips below 14 seconds in the quarter mile. And even that is pittifully slow compared to a 'fast' cruiser like an M109r or V-rod. Hell, if any of us really wanted to go fast we'd buy a sportbike. The M50 is what it is: a great looking, nice handling mid-sized displacement cruiser with more than enough power to get around. But it is not fast.
