05 TOYOTA COROLLA weird headlight bulb problem?

I've had the car it's whole life

The bulb blew out
When I try to turn on the bulb outside it's headlamp housing it works
But then when I place the bulb back into it's housing it doesn't work anymore
My friend claims it's a ground problem, but I don't suppose so because the bulb woos fine when it's outside of the housing and in my hand, same side harness and everything.
For a while I thought it was the harness, so I ziptied it on firmly but the problem still occurs.
 
Possible corrosion inside the housing so not making a good connection. Give it a scrape with some sandpaper or screwdriver. Possible ground problem but unlikely as the housing units are usually sealed.
 
There may be a tiny singularity inside your headlamp housing. It's like a black hole; nothing escapes, not even light.

Have you tried turning the light on, and then placing it into the housing?
