It has to be configured to at&t try looking on their website for configurations or you can call i know tmobile provides them for unlocked at&t phones so i'd think it'd be the other way around also.

You can get the cliq without the internet you just have to pay full retail price for the phone because a contract requires the data service. Also, not all web functions work off wi-fi.

Instant Messages count as a text so even if you are using wi fi they are going to be billed to you.
