    i had the same problem it could be the actuator but on my truck 97 cummins there was a filter on the vacuum line that would not allow vacuum to pass you can find this filter right on the fire wall the vacuum line from the motor connects i put my line through and bypassed the filter and it works...

    how do i turn up my pump on my 97 dodge cummins?

    my truck is straight piped so im thinking that if i turn up the pump ill get more power
