    I don't know the specifics of FCC laws, but it's almost certainly a violation of the terms of service from your own ISP, because you'd be increasing the load on their service without them being compensated. It's effectively stealing their service to resell to others.

    It's a different use of the term. The environment as a whole vs. the environment limited to your home. Either way, there is no significant safety risk involved if you use the bulbs properly.
