    when you restore it to "Factory" it puts the latest firmware on your iphone and you cant put older firmware with out shsh blobs unless you use the iphone 3g.. and since she has no shsh blobs there is no way to downgrade

    I dont think its possible to assign it, theres cases were the MDN and MIN are the same but its not very common. When activating a phone we cant even choose the MDN much less the MIN Lol. What are you trying to do ?
