I mean is there a specific model or baseband to look for so I can buy a phone to unlock?

I was in Houston recently and my iPhone 3GS died. Apple store replaced it and handed it back. I am from Canada and my phone was/is on the Rogers network. Does this mean that my phone is unlocked? It doesn't say anything about unlock on the phone or in iTunes.

Or in other words, how much. I'm trying to save some money to put some 20' rims on my Buick. If anyone has had any past experience with putting big rims on their car, input is greatly appreciated. Thanks.
