My phone had some new programmes inslalled yesterday. i couldn't turn it off, then it freezed, so i took out the battery and put it back. Now it won't turn back on. (yes, it is charged)

How do I get the phone to allow an mp3 track on it be a ringtone. I can make this work for a text / sms tone but not for calls. What am I doing wrong?
